Case: Tactical Incident 21-24973
Authority: Detective Lieutenant Tim Kemps

A 43-year old Town of Farmington man was charged with several crimes in Washington County Circuit Court on Friday after an overnight tactical incident at his residence on STH 144. Marc Herman was charged with felon in possession of a firearm, possession of a firearm while intoxicated and disorderly conduct.

The incident began on the night of 7/22 when the Washington County Sheriff’s Office received a 911 call at approximately 8:30 pm from a neighbor reporting that Herman was highly intoxicated and threatening to kill him from outside his house. The first arriving deputies arrived in the area and immediately heard numerous rifle rounds in rapid succession. A perimeter was established, and the Washington County Sheriff’s SWAT team was called. The SWAT team consists of specially trained members from the sheriff’s office, Germantown Police Department, and Hartford Police Department who are better equipped and trained to handle these types of high-risk calls with the goal of bringing them to a peaceful conclusion.

SWAT team negotiators were able to establish phone contact with Herman; eventually he agreed to come out where he surrendered peacefully to authorities. Thankfully, no one was injured as a result of this incident. A search warrant was obtained and executed on the residence early Friday morning by Washington County Sheriff Investigators.

Evidence that included a home surveillance video was located during the search. It showed Herman had armed himself with a rifle and had fired around 30 rifle rounds simultaneous to officers arriving on the scene. He was also observed threatening and challenging the neighbor to come outside and fight him while armed with the rifle. Most of the casings were found near the front porch of his residence. There were no injuries reported as a result of this incident and it is unknown where the rounds were fired. Herman resides at the house with his parents who were not home at the time. A total of 11 firearms were seized from the house and various pieces of drug paraphernalia. Herman is a convicted felon and prohibited from possessing firearms as a result of those previous convictions.
