CERTAIN BENEFITS AND INFORMATION ARE HANDLED BY COLLECTIVE BARGAINING AGREEMENTS.  WHERE THERE IS A DIFFERENCE BETWEEN THE PROVISIONS OF THIS MANUAL AND THE AGREEMENT, THE LABOR AGREEMENT SHALL GOVERN.
